The students are from schools that represent 75 percent of the state's order cheap phentermine student enrollment. The Central students have identified two issues and two solutions they will take to Des Moines this weekend. The first issue is the need to unify state athletic unions. Currently, Iowa has one to manage the athletic competitions for boys and one to manage competitions for girls. According to the Central students, each union has its own area of responsibility, scope of coverage and state playoff system and championships. This has resulted in duplication of management, organizational structure and costs to taxpayers. "Iowa is one of two or three states in the nation that has two separate athletic unions. It doesn't make sense," said Mr. De La Cruz. The other issue focuses on college tuition assistance. According to the Central students, when Iowa began its lottery, the state said the proceeds would be used to fund education. When the state legalized riverboat gambling, it also promised the money would be used for education. However, proceeds from the state's share of the lottery and gambling have been used to pay other state shortfalls. The students propose all lottery and gambling proceeds be used to fund an Iowa Promise Act, which would grant free tuition to any state institution of higher learning to any Iowa student who meets certain requirements. Mr. Farrell said he believes the proposals they are taking to their peers will help Iowa. Mr. De La Cruz agreed. "It'll help Iowa be more relevant for youth and keep youth here." He said Iowa has a problem with youth leaving the state after college, and that is one thing he believes the youth congress can address. "I love the issues they have identified," said Dave Thede, Central's dean of students and Iowa Youth Congress faculty adviser. "The kids have given a lot of thought and put a lot of effort into this, and you have to see them on the House floor. These kids act like they belong there." To become members of the youth congress, the students had to be nominated by other order cheap phentermine students, then write an essay that was judged by local Republican and Democratic elected officials. The four students with the highest number of votes are the representatives. The other four are alternates. Junior Nhu Nguyen said they get to learn about the issues facing other cities, too, and what other students feel is important. Mr. Farrell transferred from North Scott High School in Eldridge, Iowa, to Central and said his former school didn't have a youth congress.
