The Texas Unauthorized Practice of Law Committee has filed suit against Mauricio Celis and drug phentermine prescription previously associated with his Corpus Christi based law firm asking for a temporary restraining order that would prevent them from destroying any financial records and order them to return legal fees to their clients. According to the petition, filed Thursday in Nueces County's 28th District Court, the committee accuses Celis, 36, of forming CGT Law Group International and engaging in acts constituting the practice of law even though he is "not authorized to practice law in any jurisdiction." The Unauthorized Practice of Law Committee, which is appointed by the Texas Supreme Court, investigates complaints about those without licenses practicing law. Three of the attorneys named in this suit previously had filed suit against the committee, claiming harassment. That suit is pending in Travis County. Last month, a Nueces County grand jury indicted Celis on four felony charges perjury, falsely holding himself out as a lawyer, impersonating a public servant and theft. Besides Celis, the suit also names five drug phentermine prescription including four who used to practice with the firm Christopher Pinedo, James Hada, Doug Gwyther and Thomas Guajardo. "The conduct of Pinedo, Hada, Gwyther, and Guajardo demonstrates each has individually and/or collectively aided and abetted the unauthorized practice of law. These attorneys have shared legal fees with Celis," the petition states. Vance Owen, a founding partner in Owen & Associates, who is named in the suit, also is accused of sharing legal fees with Celis. Owen did not return a call to his local office seeking comment. Mark A. Ticer, a Dallas attorney who filed the petition on behalf of the committee, did not return calls seeking comment Monday. Three of the drug phentermine prescription, Pinedo, Hada and Gwyther, filed suit against the committee and Ticer in October saying the state agency's actions amounted to harassment and it overstepped its bounds by interfering with a client's settlement check. Gwyther, Hada & Associates was formed in Corpus Christi that same month to deal with some of CGT's cases. Attorney Boyce Brown of George & Brothers law firm in Austin, which represents the three drug phentermine prescription in their Travis County suit, said they have done nothing wrong. "There was never one case where Mauricio Celis was the attorney," Brown said. "We can't see where (the committee) gets the power to interfere in attorney and client relationships." A motion filed Friday asks this latest suit be transferred from Nueces County to Travis County, Brown added. Celis, who is free on $50,000 in bonds, is at the center of three other civil suits in Texas another in Nueces County from Frost National Bank claiming he defaulted on a loan, one in Zapata County from drug phentermine prescription disputing fees and the third in Travis County from the Texas Attorney General's Office.
